ABOUT US

The purpose of the organization is to enhance the quality of life for the residents and taxpayers of the Borough of Harvey Cedars in Ocean County, New Jersey, and to facilitate communication among the taxpayers and between the taxpayers and the government.

BOARD MEMBERS

The Harvey Cedars Taxpayer Association Board of Trustees is comprised of dedicated individuals who volunteer their time to work on issues that affect all Harvey Cedars taxpayers.  The Board may be comprised of no less than 5 and up to 15 members with elected offices of President, Vice-President, Recording Secretary, Membership and Treasurer.

Jim has been a full time Harvey Cedars resident since 2009. He is the Board Vice-
President and serves on the Governance Committee.
“Thanks to my career positions as the Customer Relations Manager for the Eastern
United States and the North American Sales Manager, I have learned the art of team
building, listening and negotiations—all valuable skills for Board membership.”

Gerard Hanson

Jerry has been a part time resident of Harvey Cedars since 1990. He serves as Chair of
the Governance Committee.
“As an attorney and partner in a Princeton, NJ law firm, Jerry brings his experience as a
practicing civil trial lawyer to add to the diverse backgrounds and skills of the Harvey
Cedars Taxpayers Board members. He has also served on multiple other non-profit
boards.”

Walt Naisby

Walt has been a full time resident of Harvey Cedars since 1995. He serves on the
Events committee and is always available to lend a hand. He created our first Lend a
Toy Box in Harvey Cedars.
“I have the ability to work on a team with objectivity. Because of my affection for Harvey
Cedars as a result of the many wonderful memories I have made here, I joined the
Harvey Cedars Taxpayers Association Board. My goal is to maintain the Borough so
that future residents may have the opportunity to make their first and best memories
here.”

Arlene Schragger

Arlene has been a full time resident of Harvey Cedars since 2005 and a strictly summer
resident since 1967. She serves as the liaison to the Beautification Committee and is a
member of the Marketing and Communications Committee.
“I have run my own PR & Marketing firm since 1987, specializing in start-ups, non-
profits, consultants and professionals. Throughout my adult life I have been on the
boards and held offices in various volunteer organizations. I feel strongly that the
Harvey Cedars Taxpayers Association is a worthwhile organization which deserves to
have a Board made up of dedicated individuals working on behalf of the residents and
visitors of our Borough and as watch dogs in the community.”

Ann Pollack

Treasurer

Ann is the Board Treasurer and is responsible for financial management and tracking
and database management. She also serves on the Membership Committee. She has
been living Harvey Cedars part time for more than 60 years.
“My full time job entailed entrepreneurship, executive management skills and marketing
and database management. All of these experiences, combined with my love of Harvey
Cedars and LBI, have helped me as a Board member. My hobbies of cycling and sailing
keep me focused as well.”

Bruce Keyser

Bruce has been a part time Harvey Cedars resident since 2014. He serves on the
Events committee.
“As a physician and lover of all things Harvey Cedars, I am committed to promoting
communication, dialogue and cooperation in order to keep the Borough a great place for
relaxation and enjoyment.”

Brian McCann

Brian has been coming to Harvey Cedars for almost 40 years, having put down roots in
2016. He chairs the Membership Committee, is on the Marketing & Communications
Committee and the Audit Committee.
“As a former CEO and business leader of technology companies, I bring strategy,
process, platforms and organizational skills to help the Board define and prioritize goals,
build teams and budgets and communicate intentions and results to increase
awareness. Working as a board chair and member and volunteer for multiple non-
profits, I bring the understanding, motivation and ability to work together with the Harvey
Cedars Taxpayers Association and the community.”

Hilary Fiorella

Hilary has been a full time resident of Harvey Cedars since 2019 and has been a
summer resident since the 1970’s. She is the Chair of the Marketing & Communications
Committee and does all of the work on the website.
“Most of my professional career was focused on Marketing and Communications so I
can tap into those skills in my volunteer position. I love Harvey Cedars and all that it has
to offer and am passionate about preserving our Borough and its natural resources.”

The HCTA Beautification Committee was formed to aid the Borough’s Department of Public Works and the Mayor in designing and carrying out projects to enhance the beauty of Harvey Cedars.  To date, we have overseen a cleanup and thinning out of the plantings around the Borough Hall.  Future plans include designing and planting new shrubs at the side of the Borough Hall and around the sign on the boulevard at Sunset Park. We are aiming for as much year-round color as possible.  There are also plans for more benches and personalized pavers around the flag pole in Sunset Park.  We are looking for committee co-chairs as well as volunteer residents -- full and/or part-time -- to join our committee to help with future design plans and with planting and maintaining these areas.  So, we need both brawn and brains!  Spring will be the time to plant, so start to get your digging and watering arms ready and join us.

The Taxpayer’s Association is leading an effort to beautify the flagpole area at Sunset Park.
